What the record shows

FINDING 01

A long sales lead preceded the deal

Messages supplied by the purchaser show recurring container sales outreach from 2025 through April 2026 before the September transaction.

FINDING 02

Payment moved from card to Zelle

A $4,200 Bill.com card attempt did not appear on the payer’s American Express account. Kevin then proposed a half-down Zelle payment, shown as sent for $2,100.

FINDING 03

The promised delivery did not occur

The messages identify September 22 as the delivery date. On that day Kevin said the driver was behind; by the next morning he still had not confirmed a driver.

FINDING 04

Refund promises were not shown fulfilled

The captured thread contains refund commitments on September 23–24, September 27–28, and October 2. No refund confirmation appears through the final October 9 messages.

03

Payment trail

The record separates an apparent card attempt from the confirmed Zelle transfer. The $2,100 Zelle deposit is the documented loss in the supplied materials.

Bill.com displayed a payment confirmation, but Kevin later said his processor “kicked it back.” Aaron then checked and wrote that he did not see the transaction on his American Express account.

The same pattern, over and over — BBB complaints

The Better Business Bureau profile for Affordable Storage Containers LLC of Phoenix lists the business as not accredited and marked out of business, with 14 complaints filed in three years. Nine of those complaints are summarized below in paraphrase from the public BBB record — not quoted — each with its filing date and the status the BBB assigned it.

Apr 22, 2026BBB status: Unpursuable

Refund never arrived; a court judgment went unpaid

The complainant says the money they were owed was never refunded and the business stopped responding altogether. They took the matter to court and won a judgment — and report that it still has not been paid. The BBB closed the complaint as unpursuable because it could not locate the business.

Mar 19, 2025BBB status: Answered

A $1 “test” payment after a month of silence

A repeat customer’s parents sent a $1,150 deposit toward a 20-foot container. The owner blamed trouble scheduling a driver, then went quiet. A refund was promised for a Monday; after that, he picked up only when the call came from a number he didn’t recognize. A month on, $1 came back, described as a test payment. The family’s calls now go straight to voicemail.

Mar 11, 2025BBB status: Unanswered

Paid by check, never delivered, then no replies

The customer ordered a container, received an invoice, and paid by check. The container never arrived. One email offering a refund came through; after that, calls and emails went unreturned.

Jan 28, 2025BBB status: Unanswered

$2,000 to move two containers; the pickup never happened

The owner accepted a $2,000 deposit to relocate two containers, then stopped returning calls and texts — and never showed up for the scheduled pickup.

Dec 12, 2024BBB status: Answered

$3,000 deposit; a refund pledged through the BBB, then silence

The customer put $3,000 down on a 40-foot container. The delivery was rescheduled once, and after that the business could not be reached. Through the BBB process the business committed to a refund by January 31, 2025; the customer reported hearing nothing at all as of January 18.

Dec 11, 2024BBB status: Answered

Refund conditioned on withdrawing the BBB complaint

A $2,000 deposit was paid on November 5, 2024. No refund followed and no messages were answered — and the business made the refund contingent on the customer retracting the complaint they had filed with the BBB.

Oct 8, 2024BBB status: Answered

$3,400 check collected in person, then blocked

A company representative picked up a $3,400 check in person. Once the check was cashed, the customer says contact stopped and they were blocked on Messenger and by text. The customer reported the matter to police.

Sep 3, 2024BBB status: Answered

Delivery date set, container never arrived — $3,800 lost

The customer ordered, paid, was invoiced, and was given a delivery date. Nothing arrived; the explanation offered was a driver problem, and the customer heard from him only once afterward. The complainant wrote that they had trusted him because they had ordered from him before. The business maintains a partial refund was made.

Aug 25, 2024BBB status: Answered

Three containers paid for, one delivered, $6,100 refund never paid

The customer paid for three containers and received one. A $6,100 refund was promised for the two that never came; it was never paid, and weeks of follow-up went unanswered.

The pattern, complaint after complaint: a deposit is taken; the delivery fails and the failure is blamed on drivers; a refund is promised with a specific date; then contact stops — and the business answers only when the call comes from a number it doesn’t recognize. It is the same sequence, step for step, as David’s September–October 2026 experience documented above.

How this connects to Kevin Ruppe — stated plainly: the BBB page does not name Kevin Ruppe as the owner of Affordable Storage Containers LLC. The link rests on the shared business address — 3218 E Bell Rd, Phoenix, the same address printed on the invoice in David’s transaction — and on the victims’ own research tying the businesses together. It is presented as that, not as an adjudicated fact. Source: BBB profile for Affordable Storage Containers LLC.

He's scamming the drivers too

The buyers were not the only ones left unpaid, according to the drivers who hauled for him. The accounts below come from posts in the Facebook group “LOGISTICS: CONTAINER HANDLING & PORT OPERATION,” saved in October 2026. They are reported accounts from drivers, paraphrased here with only brief quotations, and they have not been independently verified.

Aug 24, 2024Public post · drivers’ group

A public warning to drivers and buyers

Driver Robert Morehead posted a warning that Kevin Ruppe uses drivers until he finds someone new, then refuses to pay for the last load — and tries to have the container that driver hauled picked up after them. Morehead wrote that he had come across 11 other drivers the same thing had been done to. He named the business as “affordable storage,” with its yard, house, and business in Phoenix, and closed his post: “BE AWARE DRIVERS AND BUYERS.”

Aug 2024Comment thread · same post

Other drivers answer with amounts owed

In the comments on Morehead’s post, one driver wrote that he was owed $700 himself and knew two other drivers who were owed $1,600 and $1,400: “This guy is playing dangerous games.” Another driver wrote that he had met three or four other drivers at ports whom Ruppe had done the same to. When someone asked the first driver, “So he never paid you?”, he answered: “Nope owes me about 4k.”

Oct 12Driver-to-driver message

How the pay scheme worked, in one driver’s account

In a private message between drivers, one described what he and others were owed: “He owes me over 4k the other driver over 3k and the guy Keith he owes 30k.” As he told it, the pattern ran like this: payment was promised as cash on delivery, but Ruppe paid electronically instead, or picked up the cash himself saying he would send the money. A payroll day — “Tuesday” — came and went with no payment. Ruppe would pay for one old delivery at a time, just enough to keep the driver taking the next job. On the last job, the customer paid cash; Ruppe said he was headed to the bank and would pay later that day. The payment never came. “He is very hard to get ahold of unless u have a container he needs delivered.”

An earlier warning: Morehead had posted a similar warning about Ruppe in the same group before — an earlier post dates to December 27, 2023.

Why these accounts matter to this case:

Drivers independently tie Ruppe to “affordable storage”

The drivers in the group connect the name Kevin Ruppe to an “affordable storage” operation in Phoenix — the same operation named in the BBB complaints above. That link comes from the drivers themselves, not from the victims’ research that assembled this case file, and it corroborates the connection from an independent direction.

The driver-side playbook mirrors the buyer side

Partial payment, a shifting excuse, then silence on the balance: the sequence the drivers describe is the same one the buyers documented — money partly moved or promised, a reason it can’t be completed today, and then no answer when the rest is chased.

The pattern predates this case by years

The driver posts date to December 2023 and August 2024 — well before David’s September 2026 deposit. Whatever happened in this transaction, drivers were describing the same conduct, in public, years earlier.

08

Observed pattern in the supplied record

Payment route changed after the card attempt

The first payment route was Bill.com/American Express. After Kevin said the processor rejected it, the successful $2,100 deposit moved through Zelle.

The record contains no unit-specific proof before payment

Kevin said he had pictures of the stack but would not have pictures of the particular unit until pickup. David’s prior request for the actual container number and specific photos is not shown fulfilled.

Communication changed after payment

Sales communication was frequent before September 11. The following period contains repeated receipt, driver, delivery, and refund chases.

Deadlines moved repeatedly

The promised delivery moved from September 22 to an unconfirmed next day. Refund expectations then moved from September 27 to September 28, to “this evening/tomorrow morning,” and later to an October 5 wire.

Inventory was used to explain the refund delay

Kevin initially described a direct supplier-to-property transaction and said he did not carry inventory. After cancellation, he said inventory purchased for the order had to be “taken care of” before refunding.

Attorney references did not produce contact information in-thread

Kevin offered a check from an attorney’s office and later asked for attorney coordination. Aaron requested the attorney’s information on October 9; none appears in the captured exchange.
